Projects can also build educational or creative programs for K-12 students, college classes, or community members that teach people how to locate and interpret historical records already held in repositories or collected during the project. Other eligible approaches include collecting primary source material from the public through events or community gatherings and then sharing results through public discussions, exhibits, or websites. The opportunity also welcomes arts-based engagement, such as workshops where participants use historical records as raw material for performance, visual art, audiovisual collages, or music, so long as the activity genuinely centers on historical records and helps participants learn how to work with them. In addition, applicants may propose new or improved technologies that help people share information about historical records and increase discovery and access.

In terms of priorities, NHPRC explicitly welcomes projects that center the voices and document the history of Black, Indigenous, and People of Color, reflecting an interest in broader representation and community-rooted historical documentation. Funding is offered as discretionary grants, typically supporting projects lasting one to three years. NHPRC expects to make up to five awards, generally ranging from $50,000 to $150,000 each, with up to $400,000 total allocated for the program. Awards are not expected to start earlier than July 1, 2023. Recipients must acknowledge NHPRC support in any publications or products developed with grant assistance. Applicants should also pay attention to NHPRC’s "What we do and do not fund" guidance, because proposals made up entirely of ineligible activities will be rejected.

Eligible applicants include nonprofit organizations and institutions, colleges and universities, state or local government agencies, and federally recognized or state-recognized Native American tribes or groups. To be considered, a project must include at least one of the eligible engagement activities described in the program guidance and must submit all required application components, including the SF-424, a narrative, the NHPRC budget form, and supplemental materials. Applications that fail to include required elements or fail to include an eligible activity are not reviewed.

Cost sharing is required and is a significant feature of this opportunity. NHPRC will cover no more than 75 percent of total project costs, meaning the applicant must provide at least 25 percent as matching support. Cost share may include direct and indirect expenses, in-kind contributions, third-party non-federal contributions, and program income earned by the project. A key budgeting rule is that NHPRC grant funds cannot be used for indirect costs; if an applicant includes indirect costs in the project budget, those must be covered as part of the applicant’s cost-share portion.
